TRPA Acronyms, Terms & Concepts

TRPA’s planning documents entail many terms and technical concepts. West Shore citizens seeking to understand the agency’s actions need to be familiar with several of them:

Regional Plan Update – Four Alternatives

The Tahoe Regional Planning Agency is in the process of updating its 20-year old regional plan, and has released for public review a Regional Plan Update alternatives summary report. This document outlines four alternatives for land use in the basin, with variations in the implementation and number of “urban centers”. Alternatives include No Action, Development Infill, Development Concentration, and a blend. The West Shore’s future will, in part, hinge on the selected alternative.

CEP: Community Enhancement Program

TRPA presents the Community Enhancement Program as a group of nine special projects intended to create environmental improvement more quickly than would otherwise be possible. The projects typically entail a public-private partnership.

Of the nine projects, the Homewood Resort Ski Area Master CEP Project is likely to be of greatest interest to West Shore residents.

Although TRPA attempts to explain that CEPs are not a “code avoidance program”, special permissions and code amendments are often granted to the private partner in exchange for specific environmental actions. Furthermore, a CEP is intended to create a “net gain” to both the built and natural environments.  Learn more from TRPA’s Community Enhancement Program document.

EIP: Environmental Improvement Program

The Environmental Improvement Program is an outgrowth of the 1997 Presidential Summit at Lake Tahoe. The program includes hundreds of projects in the Tahoe Basin, all intended to help restore Lake Tahoe’s clarity and environment. TMPO: Tahoe Metropolitan Planning Organization

TRPA serves as the federally designated Metropolitan Planning Organization (TMPO) for the Lake Tahoe Basin and in the State of California TRPA is the designated Regional Transportation Planning Agency (RTPA).

TRPA Governing Board

As a regional agency involving California and Nevada, TRPA is governed by a Board of 15 members, including seven from each state and one non-voting Presidential appointee. The state members include representatives of local county governments as well as at-large members who reside outside the Tahoe region. This makeup is intended to insure that the Board views issues from a wide range of perspectives.

State Lands Commission

The members of the State Lands Commission include the Lieutenant Governor, the State Controller and the State Director of Finance. The first two are statewide elected officials while the last is a cabinet level officer appointed by the Governor.

The California State Lands Commission was established in 1938 with authority detailed in Division 6 of the California Public Resources Code.

The Commission is assisted by a staff of more than 200 specialists in mineral resources, land management, boundary determination, petroleum engineering and the natural sciences. The staff is supervised by an Executive Officer appointed by the Commission. See www.slc.ca.gov for more information.

The Planning Department provides information on land development, zoning, reviews and makes recommendations on land development applications, helps the Board of Supervisors and Planning Commission plan for growth by providing professional and technical expertise, leads the preparation of Community Plans as well as Countywide plans which set the guidelines for future growth, and enforces Chapter 17 (Zoning Ordinance) of the County Code.
